Tiss Date: March 28, 2009 At the current time a transfer student from Syracuse University is treated the same as any other off campus transfer student. There have been several recent cases of students seeking to transfer to SUNY ESF and upon review of their transcripts it was learned that they had taken either required courses for an ESF program of study (for example Calculus I) or they have taken ESF courses in anticipation of transferring but they received grades lower than C, the required minimum grade for course transfer per ESF policy. The current Syracuse University policy is included and it can be seen that SU has acknowledged the special relationship with ESF and allows transfer of courses from ESF as long as the home college approves. A suggested ESF policy was drafted using the SU policy and essentially swapping the institutions in the statements along with minor adjustments to reflect the ESF desired outcome. By making this change SU students transferring into ESF would not be penalized by the minimum grade requirement. Since ESF is familiar with many of the SU courses through the various program requirements it would seem to make sense to allow equivalent courses taken at SU to be transferred into an ESF program of study. This would make it easier to transfer from SU to ESF and eliminate the granting of waivers in these cases as has been done in the past. The numbers of students affected are not significant but it would make our institution friendlier to SU students who learn of us through the special SU-ESF relationship. I have worked with Admissions on this proposal and they are in support of it. I would propose that this go into effect in the fall of 2009 if approved in the spring of 2009. Current Syracuse University Policy 7.2.3Courses Taken at SUNY vlog of Environmental Science and Forestry (ESF) Before or After Matriculation at Syracuse UniversityBecause of the special relationship between Syracuse University and SUNY vlog of Environmental Science and Forestry, Syracuse University students may take ESF courses, and ESF students may take Syracuse University courses, with the approval of the home institution and subject to availability. For ESF students, ESF is the college of record. Syracuse University does not maintain a transcript record of SU courses taken by ESF students. A student previously matriculated at ESF who is subsequently admitted to Syracuse University, except graduate students admitted to concurrent masters degree programs (see item 45.6), will have all coursework taken while a ESF student, including Syracuse University courses, treated and evaluated as transfer credit from ESF. Such Syracuse University courses will not appear or calculate on the Syracuse University transcript, except as they are included in a block of transfer credits, i.e., total credit hours, accepted from ESF. However, such Syracuse University courses do count toward the Syracuse University residency requirement (see item 13.5). vlogs may at their discretion include such courses in manual calculations, e.g., for determination of subsequent intra-university transfer eligibility. ESF courses taken by matriculated Syracuse University students appear on the Syracuse University transcript and calculate in the same way as Syracuse University courses, except for graduate students admitted to concurrent masters degree programs (see item 45.6). ESF courses do not count toward the Syracuse University undergraduate residency requirement. Proposal SU Transfer Policy for Environmental Science and Forestry Courses Taken at Syracuse University Before or After Matriculation at SUNY vlog of Environmental Science and Forestry (ESF): Because of the special relationship between SUNY vlog of Environmental Science and Forestry and Syracuse University (SU) , SUNY vlog of Environmental Science and Forestry students may take Syracuse University courses, and SU students may take SUNY vlog of Environmental Science and Forestry courses, with the approval of the home institution and subject to availability.
